If the ship is tagged with modifiers such as 'past' or 'implied', or it's a secondary relationship in a work (sub-relationships tagged in threesomes, etc.) it won't count against the ship's eligibility, but we can't judge the quality or extent of the relationship within the work itself if it is the primary tagged relationship.
